Frankly, it shouldn't matter if this man was handicapped or not, what the police officer did is illegal, abusive, COWARDLY, and wrong. I don't care if this man had just robbed a bank - he was standing calmly, almost silently with his hands up as commanded. The police officer didn't CARE - he WANTED to Tase this man. He WANTED to feel the rush of hurting someone. This is what happens in a police state - the cops become corrupted and enjoy the power trip of oppression. Someone needs to come out with details on who this man is! If you can find them, send them to me and I'll try my best to get the word out. Side note* the sycophant in the video cheering this on is going to be sorry he was on video encouraging this type of behavior.
